Charlie is friendly around the house but does the usual barking at neibour fences who have dogs. However, when on walks (on lead) around the street or at the park and he detects another dog either in a house or on the street/park he lunges up onto his hind legs and attempts to get loose from his collar. At that point his attention cannot be changed unless I turn him around and walk in the opposite direction. Doing that does not over correct the problem because he is continullylooking back. I have tried getting his attention with treats to no avail. Any help with this would be appreciated
